How can I add a border inside the quilt? (i.e. 4 block quilt center then add a border around those 4 blocks. Then continue with blocks and then add the outer borders.)

Have you tried using the medallian choice? Add a ring of blocks and treat it like a border. You can size the medallian ring and set the number just like a border.

You can also add blocks to the borders and treat it like a Medallion ring. Just set the specific count to the number of blocks you want in the border. And treat the inside border in the normal manner.
